No retainer where a one-off audit would do, and no audit where the real problem is that four departments are competing for the same query.

Find what is broken
A crawl, an indexation review, a cannibalisation inventory and a content-decay score for every page that still matters. The output is a ranked list, not a 90-page PDF.
Decide what wins
Which page owns which query, what gets merged, what gets retired, and what genuinely needs writing. On an institutional site this is as much negotiation as analysis.
Make it hold
Implementation alongside whoever maintains the site, a publishing standard that stops the problem recurring, and reporting against measures agreed before the work started.

Being cited, not just ranked

People now ask an assistant before they open a search results page. What comes back is assembled from whatever is readable and unambiguous on the open web. Institutions that publish their criteria, their fees, their entry requirements and their findings in plain text get quoted. Institutions that lock them in a PDF get summarised through somebody else.

Citation surface
The pages worth making quotable, and what has to change on each to get there.
Structured facts
Fees, dates, criteria and outcomes published as data rather than as prose.
